Depends on how bad the leak is. A small leak often won't have enough flow to affect anything unless it's at idle, etc. If the leak is in a hose going to the wastegate, it can easily affect something because the leak will usually be fairly large compared to the small size of the hose.

So what I'm trying to say is that it depends on where the leak is and how bad it is, and under what conditions..
