The HR guy I was talking to sounded like he knew how it all worked. The reason I say that is because I asked if I got my MS in a few years, if my salary would be increased by $6k/yr (64k-58k=6k). He told me it is adjusted by the difference in percentage of whatever the rate is then, and my years would be accounted for as well.

Maybe what you were told is pertaining to MS ENMA specifically? I dont know.
