So i'm guseeing the top one is to allow air to escape and the right one tightens the spring.

I would tighten the top one all the way. We don't need any more boost leaks.

Then half way sounds right but loosen it up some more. Loosen it as far as you can and you should hear it rattle. Tighten it up till it doesn't rattle then like half a turn and see what the boost is at.
