Has something to do with not impeding traffic. 15mph below is considered impeding traffic in Henrico. Can't vouch for ya'lls area.
I understand what you and Southwade are saying. I am just adding to the information to keep everything legal. It appears as though law inforcement may be starting to crack down. Due to the increase in the popularity of the low speed motorized scooters. No inspections, registrations, and insurance is a large loss of revenue for the state and is also an insurance risk.

I listed the DMV Moped definition since they dont technically have a Scooter definition. I am sure State Troopers are using this to follow for any guidelines for Scooters.
