NOT really. Lets take my car as an example. Its rated at 168hp and 195 crank torque stock at 7.5psi. My friend has same motor as I and same compression within 1 or 2 psi. He tuned the car at 8 psi. Made 189whp and 234 torque. Just by tuning he picked up about 60 hp. I had to run 12 psi on untuned car to get 183whp and 231 torque. It makes the world of the difference to be tuned.

The tuning is not that hard. Just read up alittle bit and get wideband o2 setup. Run it rich and slowly lean it out until u run optimal A/F which is 11.5:1 maybe its 12.5:1 across the board. Thats why its nice to have datalogging feature. You can tune your car on street. Not the best way but it works. (Just casue you will end speeding very easy). Thats whats nice about dyno no cops as hassles.
