There's actually a small drum brake in ONE of your back wheels (on the inside of the disk). When you pull your e-brake lever up, it just forces the drum to lock (http://auto.howstuffworks.com/drum-brake.htm)

Think about it... brakes are hydrolically (spelling) controlled. Does your brake pedal depress when you pull up your e-brake?

Most likely, you've got slack in your cable. I'd love to tighten up my e-brake cable, but I dunno how... It's part of the 15K mile checkup at Subie, but the asspipes didn't do mine. If you could check it, I'm guessing you'll be set. Shouldn't cost you a thing.

Me too, it's behind the disk, towards the inside of the car.

on most cars you can adjust it by the e brake handle assembly, there should be an adjusting assembly, like maybe a nut you have to keep tightening, not to sure on hondas though, i have a 92 hatch also, ill check it tomorrow if no one can give you a good example before then
