I worked for Merchants from 03-05 and in 05 when I left a 17" wheel ultra high performance tire was 29.95 to install. When I first worked there it was 15 bucks.

The guys at Audio One near Willow Lawn might be willing to do it. And you could also try Mincz Tire on Boulevard, just as you come off 95, headed toward Broad. I had tires for my 17" Volk GT-Ps mounted and balanced there for $100 for all 4.

Yeah, I'm not sure which rims I'm getting, but definitely want some 9.5 or 10's in the rear
There's a Mincz Tire in midlothian, down research road, they charge like $70/fender for rolling, which is horrible, is this the one you guys are talking about?

hey man don't mean too sound cheap but i work at pep boys and they'll do it for $22 a piece if it is under a 20". you just have too make sure you let the right person do it. you don't want one of them scratching your rim.
