Its a Federal act, not just a virginia act. However, burden of proof will be on you to prove that the what the dealer says is not true. More than likely, you will lose. So better get to know your service writer/dealer pretty well if you want to mod your car.

In VA that is. There are only a few states where anything other than OEM equipment (IE you put goodyears on a car that came with bridgestones) is illegal. The Communistwealth just happens to be one of them.
