Depending on your manifold and turbine size, 38mm wastegates get the job done everytime. (SSAC or tial)

I've personaly have made 580-600hp on a OBXr intercooler, w/ IAT's in the mid 90's at 26psi.

I've also have used a $1600 Turbonetics 62-1 ball bearing turbo and a SSAC T70, Spool time was the only advantage, giveing more low/mid range. The topend was slightly better on teh T70 turbo. (wich was only $270 new!) But you can use whatever turbo you want, I've used MANY.

The thing is, if you keep it basic you can go fast , reach your goal and keep your wallet fat by not over doing your setup.

500 is a very easy goal, your main concerns are these:

Tuner worth'a damn
Strong enough clutch
Springs Retainors to prevent valve float (boost puts a looot of stress on your intake side)
Rods & pistons
Turbo that can flow enough to support your goal
Intercooler core large enough to keep things cool
exhaust size large enough to prevent exhaust scavenging
Turbo Manifold that'll flow wortha damn to prevent exhaust scavenging
