where is the tread measured? in the middle? near the sidewall?

middle well thats where i was taught. and i know of inspectors that measure in the middle.

You can only have up to 3 plugs/patches in the tire. I know my inspector doesn't scan every tire looking though.

The tread is taken from the lowest point on the tire. so even if you have a tire with 5/8s inch of trad on the out side and it is bald in the middle you will fail. At least thats what they say when in the hand book to become a inspector.

it also depends on where the plug is at inside the tire.
