It all depends on what you want.. are you just learning about Honda or have you had your hands dirty before?
All-motor will give you some grounds to start your turbo later.. but the best advice is to learn how motors work before you buy parts.. bolt-ons are just raping you in the wallet. You can design/fabricate most parts or just re-work the existing parts and gain a better yield.

Ive had my hands "dirty" Quite a bit. But its always been with D-series Honda's. I have done more research on the B16a and its actaully capable of decent numbers with all motor. I can make a custom Intake Using Hard metal tubing that handles heat pretty well, and i can make thermal heat wrap all for under 20 bucks. I mean I know what im doing its just the fact of me not being experienced with a turbo'ed vehicle really. I can build most of the motor myself.

You'll like the B-series better than the D-series I can tell you that right out.. but the b16 is still the torque-less wonder. Have you thought of a different crank/rods/pistons later? I think the b16 has 10.1:1 compression? which isn't bad for all motor.. but somewhere around 11 or 12 will yield higher numbers..
My b17a1 has 9.7:1.. so this motor won't get much done to it.. the tune is the most cost effective, then add parts after then and tune again. It is a bit different bolting shit on as opposed to building a motor to a set design.

You could lighten the b16 crank and get stronger rods and higher comp. pistons for about the same.. and still be able to rev that thing (which it needs to make power). If you want displacement.. BORE/SLEEVE.

You might want to P&P the hell out of that thing since it will be seeing some high rpms (ie: the most air flow.. do some research in this area
)You will need some pretty damn high compression (12:1) to utilize those cams.. but I have no experience with them.
Titanium retainers is a must.
There are some companies that offer parts that might out-perform skunk2 in the valve-train.. search Honda-Tech.. they have gobs of information there.
I heard something good about the Buddy Club Stage 3's on my teg board.. also, from a very reputable source in the area the Skunk2 Pro 2's are what you might be looking for.. but again, you will need ~12:1 compression to use those cams to the full effect.. which is why my 9.7:1 b17a1 won't be seeing cams

Most of it is just talking to the right people

The b17a1 is on its maintenence period right now. She will be getting a slight over-haul and then back on the road. It should give back some lost power due to the 14 years of honest and reliable hard work.
I do want to see what she can do without opening up the motor.. but the compression just kills it. So far I'm looking at tuning her in stock form then gather some parts *shhhh it's a secret* and change some things around..
I keep up with 3g GSR's until the top-end (4th gear).. so I'm anxious to see what happens after a tune.. maybe I will keep up? And then the parts.. maybe I will win? lol
It is just nice seeing modified cars next to me while we race.. even better to see them behind me
