You sir have been misinformed. I get pulled monthly by James City County, where as when I'm at ODU in the winter I never get hassled.
A Park Police on a motorcycle once gave me a thumbs up when I gunned it on Monticello. The Williamsburg PD don't hassle people, but they will give you tickets. The James City PD and the Park Police are just generally chill.
I've never been ticketed, but I've been pulled for:
brake light bulb out
HIDs (OEM)
ride height (legal)
Exhaust (OEMish)
Tint (Legal)
No Front Plate
You call that hassling? They're doing you favors. Really surprised you've been pulled for exhaust though, because without ever having heard your car, I'm pretty sure mine is louder.

From what i know the Williamsburg are the chill ones, JCCPD have too much time on their hands, and there are too many of them. Finally, the Park Rangers are the biggest dicks in the world, and their assholes are just as big as their mouth.

Maybe it's just because I know a handful of JCCPD and don't know any City of Williamsburg, but all the JCCPD I know are cool guys and I've never had a JCCPD pull me. Their how much you can speed before you get a ticket threshold is higher than Williamsburg PDs. I think the difference is JCCPD does pull you over for a lot more, but they give you tickets for a lot less. IMHO, that's how you do it - warnings are pretty good behavior modifiers, and they won't ruin your insurance rates for years like a ticket does.

The only time I got hassled with the JCCPD was when I was with a bunch of friends doing stupid shit that High Schoolers do. I mean I have a car with an after market exhaust, and that is debadged, and I have yet to be pulled by them once.
