Yeah its unfortunate you can't register the Ruckus as a custom bike when you do a swap.

Because your Vin says 49cc. Unless your title already states MC on it?

You can register it regardless. You just aren't REQUIRED too unless:

It can EXCEED 35 mph under it's own power, 49cc, and drives on 2 wheels, it is considered a motorcycle by the state of VA.

Besides for theft purposes, are there really any advantages to registering it? I would think of it as just another way for the state to get $$$ out of ya.

Will you be able to get it insured as a MC if you are able to register your Ruckus as an MC in VA?

If you register your Ruckus as a MC then you are free to use the major highways 45-55+mph.

Yep. You can get insurance even if it ISN'T registered. Mine was $300 for the year regardless.
