Appeal Question...
Shouldn't have been speeding recklessly then.
There's an equal chance of it going the other direction too. More harsh fine and what not.
What code section was he charged under?46.2-852? General Reckless or 46.2-862?Reckless by Speed? There are many others, but to be honest it would depend on the code section used and the evidence of said "reckless driving".
Ps. Court costs/ fees go way up in Circuit Court. The costs up in Circuit Court may just be more than your $100 fine/costs in General District Court...then add in the fine upon a conviction.

If your friend was truly being reckless and it ended in a accident it deserves to be on their record. However, I don't know the back story nor do I care to know. So with that being said, best of luck.
He is lucky they only gave hime a $100 fine. I had to pay $500 in fines with mine(though it did get reduced)
How far over wreckless was he going?
The only way to really get an honest opinion is to see a lawyer.
Im with these guys though....if you did the crime....do the time/pay the fine.....and SLOW DOWN.....its what track days are for.

The more opinions the better, keep them coming.
Smoking: still getting that section from him.
This wasn't your classic kid speeding case, I don't want to say "it wasn't that big of a deal" because i know what will be the response of that. So I won't go there...in fact, it's sort of best that no one knows much more about it than what they know thus far, that's how a court room would look at it.
He's a rather articulate person and good with words, if that influences anyone's opinion at all.
