is your fuel pump working? do you hear the buzz of it priming? is your timing belt intact? do you have spark? do you know how to check for spark? three things are needed for combustion to occur they are air, heat, and fuel.

Yep Step one is checking for Fuel Pump start.. then the rest.. Ensure that your fuses are good inside and underhood. Helped a friend with same issue cept his was not getting the fuel pump or relay click or spark on ignition key turn, turned out it was the ECU fuse under the hood. 15amp fuse. Granted this was on a 99 Civic. But worth a shot as well.

This thread is nothing but a bag of dicks. If it's still throwing the code 15 after a known good distributor has been used, then it's the ECU. Code 15 is ignition output signal, clearly there is only one thing that creates the spark, however it needs the signal to do so. If you know for a fact you have a working distributor, change the ECU and see how it goes.
It's a 94 Accord, I'm sure there's atleast 6,000 of them within 20 miles of you. Someone will let you borrow one for a few minutes.

i found the problem i was the ecu but it wasnt when i looked at the ecu the yellow wire with the green stripe coming from dizzy didnt have a good connection into the ecu i push the wire in good and now its working lol simple things
