There is an online version of the manual. Is this what you're looking for? http://leg1.state.va.us/cgi-bin/legp...+19VAC30-70-30

umm,
IMHO its more of a pain in the ass than its worth. Im a state inspector and sometimes im just like OMG i dont want it anymore.
-you have to have 2 years of actual shop experience
-decent credit, no felony's, no domestic abuse charges, no drug charges
-YOU MUST have a license
-you apply for a SI license
-take the SI written test, and verbal test
-you get your license.
-if you fail the written test, you have to wait 30 days to retake it (if you fail it the 2nd time, you have to wait 6 months and go throught the application processes again.)

It's mostly for bragging rights, but it's good to have if you have to find another job at another shop.
Where I work we all have to basically do a SI on every car. It's not a real SI, but since business is so slow we have to do everything a inspector does to a car to try to find shit bad. Kinda pisses me off because we aren't getting paid for it.

Being a SI is shit. If you are in the business and want to get it, go ahead.
Its more headache than its worth.
There is nothing worse than friday at 4:45 a old motherfucker comes in saying "i need a state inspection, and i have a 1984 Nissan maxima"
knowing damn well you will be there until 7:00. shit fucking sucks all the time.

SI certified isnt that bad, although it does suck when its really slow and thats all you ever do. But, what you should focus on is becoming ASE certified. Try to get the highest there is cause it does pay off. My dad basically took all the tests, passed them, and is making a pretty good amount of money. Plus most people trust him more cause of that, plus he has a shit load of mechanic experience.
