Wheel tape
Who has put wheel tape on before? How hard is it to apply, how resilient is it, etc?

it's pretty durable, and not hard to do, just clean the rim with rubbing alcohol first, and it sticks real well.
I've used pinstriping paint before to do the same thing. spin the wheel, and touch the brush to the side of the rim, done, and as long as you don't shake like a crackhead, it'll be even all the way around.
