When you have gears and a slight vibration, yes. It will free up a little bit of that hp you lost and be much smoother and lesson any vibes you may have.

When you swap gears you tend to lose some rwhp, unpopular to some belief, but it is a well known fact and Dynojet has even stated that this happens. The max rpm is met before the targeted hp is acheived at the wheels.
