I was a contractor for code 1100. they handled the overhead functions like parking, cellphones, office equipment, etc. once you're on the waterfront its hard to get a desk job unless you get hurt on the job or you get a degree in engineering. nuclear engineers have it good. they are being hired all the time. like everyone said though, the navy yard is a real laid back place to work.

i worked there for 3 years. if you want a job where you do nothing for 90% of the time then it's the job for you.

Once you're on the waterfront it is not hard to get a desk job. The codes are always hiring and they'd rather give a job to someone from the inside. I see people everyday moving around. I'm suprised that in four years you didn't notice.

What shop were you in? I don't see many people chillin for 7+ hours daily. I must be getting fucked. There is definitely down time, but the only time you can go a whole day without doing a damn thing is when a project is winding down or if you're waiting on something specific.
