was the bike dropped? i've seen alot of stuck tip sensors. though usually the bike will turn over, just not fire. is the starter solenoid clicking when you hit the button?
(btw, it's normal for an r1 to not have the headlights on until the bike is running, alot of bikes are like that. the two little lights in the corners of the headlights should come on with the key though)
