Nope, they still do it. Was in traffic court the 20th and the judge said: "The officer is not here, you're free to go."

yeah, it's up to the judge, and it DEFINATELY depends on the charges.

it's never happened to me, but i've seen it happen to others during my many many trips in front of the judge.
