But the same kinds of people will still go there unless they turn it into a lunch restaurant or something. That's why they generally ban addresses as well as names.

Or even worse, you are outside getting into your vehicle and a drunk slams into your car injuring you and your occupant, someone is in the emergency room. So you think I will tell no one about where we were. Turns out the police officer that documented the accident is a Navy reserve, knows you and the command you are attached to, and decides to stop by and see if anyone has checked on the injured guy................
Not even worth the risk, because you do not have control over those around you.
They enforce, it is just not a proactive enforcement. Meaning simply this, you knowingly go to an off limits place and something happens, not only do you have to deal with that problem, but now you get to deal with UCMJ Artical 92, disobeying a direct order. Before you open your hose beast mouth that nothing is going to happen, I will tell you this. During my 6 years as being a Chief the famous last words of every individual caught in an off limits establishment was this, "We were not bothering anyone". Which turns out to be true most of the time. They were a victum of someone elses stupidity, which in turn gets them caught.
