The law was probably intended to deter people from having old junk cars, parts cars, or literal junkyards in their backyard. I personally don't see anything wrong with having a parts car or two, under a car cover, stored in the backyard, but to most people, it's an eyesore and devalue's the surrounding property.

 

put a stone from Home Depot (u know those wakling stones)... one underneath each tire. so its not reeaallly in your backyard, its on youre "driveway"
