if your referring to the 3,000 dollar civil penalty, he would most likely not be affected. the law was only for virginia citizens. Now he may be a virginia citizen, but they may not know that or go after him for that because of the fact he has an out of state license. Last time i checked, congress was trying to change the act to include out of staters as well, but hadnt yet and didnt look like it was going to change any time soon.
I got a reckless last year and all I had to do was take a class 2 days a week for like 2 weeks and it got bumped down to "improper maneuvering" or some shit. I don't think I even had to pay any fines... just court fee and like $2 or 300 for the lawyer.
