9psi turbo setup is fine.
it can be both cheap and reliable if you do it right, and you dont have the hassle of a motor swap

I dont mess with Hondas much but I put together a d16y8? turbo for a friend of mine a while back. The cost was pretty low and the car was definatly a fun street car. At 8 psi it made decent power and hasnt had any issues. I'm not sure of exact hp numbers but it was pretty quick for what it was.

naaa I wouldn't do a ls1 swap because it is an out dated v8.
