Just had my car inspected and it failed for not having a cat. Do most places go by this policy?

hahaha. I cannot believe you asked that. It's a huge fine and highly illegal. My s14 I had until 2 days ago didn't have on but still use some common sense.

Unless they actually test the emissions or you have a 2nd O² sensor and your light comes on.
