How about you buy a different Z33?
Questionably registered cars fail. Read the story about the Federal Government seizing some guy's GT-R? He didn't get pulled over or anything, they found him on a forum, came to his house, took his car, and forced him to deport it or they would crush. NO S15 is federally DOT/EPA legal, I don't care what the title says or what state it's registered in.
If you can afford either one of these, import a Garage Ishizaka RB25DET-swapped PGC10 Skyline GT (i.e. 68-72). It is a million times cooler than either an S15 or a Z33.
Or import a Rocky Auto built S30 Z. Same idea.
