Cuttin the car off and starting it back up probably uses more gas then just sitting at the light and idling...
He said long light...a 3 minute light at idle is going to use way more gas than if you cut the car off and restarted it.
But just as been stated before. A decent filter (K&N drop in or some type of CAI/RAI), shifting at ~2000 rpm, minimal acceleration from stops, not going over 55-60, and even a tune for gas milage will do wonders.

+1 also. slowing to a yellow rather than romping the throttle throught it is supposed to help a lot.
There are things you can do to the head to increase VE. Also boosting it, but never running past 0 lbs boost is also supposed to increase VE drastically. i can drum up some articles if you wish.
