The superintendent of State police has updated the State Inspection manual
that has been on the books for years, but they reworded it last year for the main book reduex. there used to be a very vague line about wire mesh and such, so they redid it to be a little less vague.
if its factory, and in a smoked colored housing, it has gone through the required DOT/SAE testing and is legal.
A 12k bulb is not bright and is actually dimmer than a standard 4.3K bulb, even worse the light spectrum is completely wrong for night driving which makes it a danger. They need to ban 8k-12K bulbs because they are purely appearance lighting and are not for improving safety for night time operation. The real nuisance is HID's in standard reflectors and or fiting HID bulbs into fog assemblies. Those both should be automatic failures at SI.
basically if the vehicle has a standard composite bulb system, it must have an OE replacement bulb, or an approved bulb (only one that comes to mind from me so far is the Sylvania Silverstar, and maybe one or two others. ill check the book and see later)
maybe if you are a moron, but its pretty fucking clear in the inspection handbook as to what is legal and what is not.
read the motor code, and any semi intelligent person that has at least seven brain cells can generally decipher what is legal and what is not.
i've always thoght they should make some kind of law about the head lights on lifted, or i guess even stock, trucks over a specific height. i think most of us know what its like to have one of these things behind you... there has been many times when one of these guys have been behind me and i can't even change lanes to get out of the way due to the fact that i can't see anything out of my mirrors with his blinding lights.
You were telling a 10 year licensed state inspector who has a track record of being very knowledgeable on the issue and in automotive repairs that he was not too bright what is and isn't required for the VA SI. Yet you have no fucking idea of what you were talking about, nor are you an inspector, let alone even know the difference.

I certainly don't agree with a lot of VA inspection laws. No aftermarket (non OEM) exhaust regardless of sound level or no altered suspension, just to name a couple. Tinting should be a light output issue, not a simple fail for any presence of tint

Guns and hot rodding go hand in hand. Quite frankly I view the inspection as an invasion of my privacy. If the car is unsafe, a cop will ticket me. If the car is safe, leave me be. This is why my dad in MD still owns the car I drive even though I've spent more on it than it's worth.

To my knowledge, I din't think they can fail you for a non oem exhaust as long as it is in working order and meets the safety requirements.
True, a cop isn't going to check your brakes for excessive wear, but by the time your pads wear to the point that affects single-stop stopping distance, your calipers will have already damaged themselves.
Driving on the public roads is said to be a privilege, but there is still something about prying into every aspect of your life that we as Americans are supposed find abhorrent, especially as Americans below the Mason-Dixon line.

you can have what ever exhaust you want on your car for SI, as long as the emissions control devices are still intact, it exits to the rear of the passenger compartment, and is free of leaks.
You do not have to have a muffler to pass, but it specifically states in the handbook that we are to inform the customer that they can be cited for improper equipment if they do not.
Window tint is not a rejectable item unless it is clouded and distorts vision, has bubbles, or is on the windscreen below the ASI line.
no films can be applied to any exterior lens, aside from a permitted clear stone guard on headlamps.
