Jon is the National and our Mid-Atlantic Regional Autocross Director of NASA, don't think he's a noob. Secondly even 10 mph is way to fast, your "freind" should have known better all he had to do is watch what everyone else was doing.
county wide ordinance; residential, commercial, or industrial property doesn't matter they want it quiet sunday morning, no doubt for the church going folks
The white Supra driver registered and went through tech then decided to haul ass across the lot back to his spot in plain view of everyone. Specifically....
Violation 1- speeding at the site (speed limit from the gate to the course is 3mph, i.e. walking speed. I'd say he was doing at least 40-50mph?)
Violation 2- speeding close to parked cars and participants on foot (i'd say 20-30 feet at most?)
Violation 4- loud exhaust/blow-off valve during quiet hour (VMP noise regulations are in effect until 12:00pm unless authorized by me, i.e. course pre-runs, and he wasn't authorized to make noise)

and really the loudness was not what got everyone peeved
taking off out of tech like a jackass got him kicked out
he is VERY lucky no one stepped out in front of him
the whole point of the event is to have as much fast fun as possible, in the safest enviroment possible
if you're friend apologizes real nice like Jon may not permanatly ban him from future events with NASA

1) I watched him do it, and I spend about 100 days a year at racetracks watching cars go by. It was far more than 10mph.
2) See niburu's comments. Also, the *only* person authorized to make noise during quiet hour is me (or whoever I appoint to do pre-runs.) And even that gets us in trouble sometimes... but I'm not willing to turn people loose on a course that hasn't been tested in advance.
Jon
