Take out your fuse for the fuel pump and turn it over for like 10-15 seconds, then put the fuse back in and give it a go.
I don't know where that fuse is on your car but on S14s it is in the fuse box located on the inside of the car by the clutch pedal.

Cranks but wont start. Strong smell of fuel. Also I'm pretty sure the sparkplugs are fouled out. The carbon coat on them is unreal and i tried to burn it off with a lighter with no success. I have new ones coming in tomorrow.
This was going to be my next question. The plug for the fuel pump is located right next to the driver seat (being the truck is still gutted) so could I just unplug that at follow your steps from there.
