If I'm not mistaken, there are 2 topless clubs in Chesapeake that still sell alcohol.
Headlights on George Washington Hwy.
JB's Gallery of Girls on North Battlefield Blvd.
Both are in Chesapeake are are still fighting to stay topless. I haven't been to JB's, but I do think Headlights is a decent place. Cheap cover, reasonably priced pitchers, and decent dancers. The girls are really hit or miss. I've seen some really hot dancers, and other times I just cringe.

Someone spilt a drink on dudes adidas, he got into it with the bouncers, went and got his gun from his car, shot up the bouncers, then a sailor who happened to be walking towards the club at the time right in the face, for no reason!
