The P28 and P30 are the exact same ECU but the P28 lacks the knock sensor daughterboard inside. The only other difference is what they are programmed for from the factory. That's why you could use either ECU with the same program if you don't want to use the knock sensor.
Given the choice of which ECU to use if you're not going to use the knock sensor, I'd chip the P28 and sell the P30. The P30 is worth more because of the knock sensor board.
im running a PR3 ecu.
i just went out and checked, it has no stickers on it any more, just writing in japanese and PR3 on it.

PR3: 89-91 JDM B16A EF8/9

Not to confuse you, but there are ODB1 PR3s also, and that is probably what you have.. The OBD1 PR3 is (if I remember) functionally the exact same ECU as the P30. It's very easy to identify based on the connectors though, the OBD1 ECUs will have 3 gray connectors on them. I'm assuming that you have an OBD1 ECU.

ODB1 PR3 has a knock sensor board I'm pretty sure, same as P30. It's easy to check if you want, you can remove the ECU cover and there should be two green circuit boards in there, the smaller one about 1/3 or 1/4 the size of the mainboard is the knock sensor board.

That's what I'm saying, you'll have everything you need for the swap, just run the wiring you need for the knock sensor.
