What does the engine being stock or the owner being a "good driver" have to do with having a cage? If it's a track car, meant to be used on the track a lot then a roll bar or cage is a great idea regardless of skill level or engine. It's about safety....although for this car it may be just for show, but I don't know anything about the car.

Some people would prefer to learn how to become a better driver before worrying about adding power. I remember years ago riding along with my instructor in his bone stock-powered E30 (besides Hoosiers and cage\seats\harnesses and suspension) while he passed several Z06s, Vipers, etc at VIR in the instructor group. Power isn't everything when talking about a track car.
Besides, most real "track cars" are intended to be raced in specific classes (NASA, SCCA, etc) where you're not allowed to do much in the way of power upgrades. Turbo'ing any non turbo car will likely land you in the unlimited classes where you'll quickly be outclassed by big money\big power cars and find your car to be uncompetitive.

that is the dumbest thing ive ever heard
i would much rather no my car can handle the power THEN get a turbo motor , instead of getting a turbo motor knowing my car is not suited for that kind of power
