Re: what ecu
P72 is a GSR ECU. You can use that if it's chipped. If you ever want/need to get tuned, get an OBD1 ECU. OBD2 ECUs cannot be chipped, and there was never OBD1 ITR ECU. Most of the ITR ECUs have an immobilizer inside if I remember correctly, which makes it almost impossible to use the ECU without the rest of the ignition stuff. I can't remember if all years have that, or if there are any differences between the USDM and JDM ECUs. If there are stock ITR ECUs that you can use, you'd just need an OBD2 to OBD1 adapter harness (not an OBD1 to OBD2 harness, which is exactly the opposite) to convert the pinout and plug type of your stock ECU harness to the OBD2 ECU.
You have a few options for OBD1 ECUs, like a P28, P30, or P72. The P28 and P30 are the same ECU (after chipping for that engine) but the P30 has a knock sensor board. That's a good thing to have because your engine has a knock sensor already. The P72 also has a knock sensor board but will also have to be chipped for that engine. P72s have an output for the secondary butterflies on the GSR manifold, and that needs to be disabled (in software) when chipped so there isn't a fault code. Basically if you don't care about the knock sensor, you can get a P28 for cheap, and if you do care about the knock sensor you can choose between a P30 or P72 because they're functionally interchangeable after being chipped for your ITR engine.

Re: what ecu
Get a P30 then. Its stock program (for the B16) will be closer than anything else out there, including the GSR program. Don't beat on the engine too much though, because there WILL be differences between the ECU tuning and the optimum engine tuning, so keep that in mind.

Re: what ecu
P28 and P30 are the same base hardware (P28 is missing the knock sensor board), but they come with different stock programs because they run two different engines from the factory. Once they are chipped, they can run the same program, which is why they are the same at that point (except for the knock sensor board).
If you want to get the ECU chipped, you'll need to get an OBD1 ECU. OBD2 Honda ECUs can't be chipped.
