with the ignition on the oi pressure wires have 12 volts and ground. solenoid has 32 ohms of resistance as well. no breaks in the wiring ar well, switched engine harness to check.

See, you can write clearly if you want to. It's easier to help someone if they can decipher what you wrote. 
Oh, and they'll take you seriously too.
So no CELs at all, and no other indication of a problem? The only issue you can see is that VTEC doesn't seem to be engaging?
