I'm moving to the NOVA area from a state with no emissions standards, so before I register the car, apparently I need to get the "sniff" test done.
I drive a SOHC 96 Civic with DC 4-2-1 headers, a Megan High-flow Cat, and Ractive 2.5 cat-back.
Here to confirm that the Megan high-flow cat won't pass NOVA emission standards, as apparently no products made by Megan Racing are CARB legal.

Look up what being "CARB Legal" means. If you're not in California, I don't think you can be rejected for having a part that isn't CARB certified. So I think all you have to worry about is whether or not your parts will cause you to fail an emissions test. Basically if your parts cause you to fail a sniff test, that's all you need to worry about.
