Default Hissing/whistling noise when brakes applied, help

Hi all, so my dads having a small prob with his 1995 lincoln continental. the problem is every time i would depress the brake pedal, there is a loud hissing/whistling noise. i have to apply the brakes all the way down before i can hear it. it is annoying. i checked the vac line to the brake booster and it is good, check valve/seal is good and not leaking. engine RPM does not change when brakes applied. i went under the brake pedal and checked there, the noise is actually coming from interior too. it also looks like the rubber seal around the Brake push rod where it connects to the booster diaphram is destroyed. i am stumped on what could it be? brake booster going out? i tested the brake booster by pumping the brakes with the car off then holding it and turning the car on, the pedal fell back after getting vacuum...any one trying to help lol and can i get those seals from any where ? thank you

Booster. get a reman unit and be done with it. Expect to have fun, its not an easy task.

Although I thought the 95's used a hydroboost system

hope in one hand and shit in the other, cause its a fucking booster.

simple test is to clamp off the vac. line going to the booster with a pair of vice grips and see if the noise goes away, but its a fucking booster.
