me personally would blast the entire wheel and start over.
blast with abrasive plastic media. takes a little while.

you cant polish powder coat. its a coating, not metal. you polish metal.

Get the lips masked and blasted, then polish the lips. Or get the entire wheel blasted, and then re-paint or powdercoat everything else after the lips are polished. It's a lot easier to polish them if you don't have to worry about damaging the paint or powdercoat, so it's better to polish them before they're painted or powdercoated.
