If this is the same one with the wing and painted black wheels Ive seen it many times out the back gate of Eustis.. Pretty sure guy lives around there..

Saw it this morning leaving Norfolk Naval in Portsmouth. Car definitely looked like a turd-bucket and a military person was driving.
