well i am a jackass but i do post on honda-tech a lot so maybe i can help, i left my acura sign in at work (honda) so i dont' have access to the proper pins and wire colors you need but i'll see if i can throw out some generic things.

my initial guess is you either have a bad pcm or open in the wire since its a high voltage code run a continuity check for all 4 wires from the pcm to the o2 sensor wires (i am sorry i can't give you pin numbers or wire colors at the moment if you don't have them i can get them to you monday) with both items unplugged if you are lacking continuity on a wire theres your issue if not i would be suspecting pcm more than anything but i wouldn't rule out a broken wire, bad pin fit or any others.

I dont remember what the voltage was on each wire when we checked it but I do remember that 1 wire was reading 0 volts, dont remember which color, but ill through my meter on later tonight and check.

Check if the wiring has a short in it between the plug and ecu

How do you do that? and which wires in the ECU plug is it?
