In Cali you have to register as a MC and the Ruckus is classified under MC and not Moped.
Well, that is Cali. And, I can assure you there are SHIT TONS of un-registered scoots riding all around Cali. . .was the same way out on O'ahu, but, everybody and their brother/mother/sister/cousin had a scooter. Cops never bugged anyone unless you were packing(2 people on one scooter), or just being a haole jackass tourist.
And if they wanted to they could measure from the ground to my lowered seat frame and determine that my ruckus no longer a moped.
If a cop is having a bad day or you did something dumb he/she could very easily get you for something.
TATTRAT- This is true, just saves you that hassle of ever getting pulled over and getting slapped with a no license, no registration, and no insurance tickets if ever get caught going over 35mph.
As long as the seat is 24" or higher. (Im sure yours is)
Some cops will write you even if they know you'll get off.

Nah, I am from Bermuda, another island FULL of everyone who owns scooters and small cc bikes(they only allow one car per household, hence all the scoots). I moved from Hawaii about 4 years ago.
