there are quite a few ways to get around it...first and foremost, the many K5 blazers I have owned have all been technically "too high" according to weight. never have they ever been failed for inspection. in VA, inspection doesnt apply to height, inspection only pertains to safety features such as: tire tread, marker lights, horn, wipers, brakes. I daily drove a K5 blazer on 12" and 42s for almost 3 years and never once was i pulled for bumper laws. If you swap axles into the vehicle(as i did, i ran 1 tons under mine so my Gross weight was higher and allowed me a couple more inches) you can a. raise the gross weight and get a few inches or b. apply for a reconstructed vehicle title at which point you can have the gross weight changed.
all this information is from about 5 or 6 years ago when i was dealing with it.
the best piece of advice i have is dont drive like an asshole and keep your truck clean and well maintained and the officers throughout this state wont even look at you twice. drive a dirty piece of shit thats falling apart all over the road and youre gonna get pulled and ticketed. simple as that
