Miatas are known for fuel pump relay problems.
Open your hood, on the driver fender is a diag port, open it up. Take a piece of wire and connect GRND and FUEL and try and start it.
This bypasses the relay all together, remember whenever the key is on your fuel pump will be running, but whne your key is on your car should be running anyways.

Ill be the first one to tell you .... im no mechanic by any means, but have run across this same issue a few times in a couple of these cars.

Follow this guys advice first to test the relay. if it works then your relay is bad. if it does not start then :
here is a simple way to test the fuel pump,
remove gas cap
Look at the fuel rail under the hood, there should be a banjo fitting for the fuel line, disconnect it and wrap a towl on it to keep fuel from spraying ever where.
TUrn the key to the on position but do not start it.
look at your rag is it soaking with fuel?
if not then your pump is bad most likely.
