Also... you can't legally operate a moped in VA if you have a suspended license due to a DUI.

Therefore scooter boys are not necessarily drunkards.

If you've been to traffic court you'd know they do it any way...

I've been there with 4 guys all in on the same charge and it's their 2nd offence. and these are the goobers I'm referring too.
