+1 on the engine rebuild. You don't want to up the boost on it while the motor's got 130k miles on it, just be safe and rebuild it. Cheaper in the long run

Does it run good, any odd noises coming from the engine, oil leaks, coolant leaks.... If all that checks out good why would you pull a good engine to rebuild it. Do a whole flush of old fluids and gaskets that need repair and start the build off of that.

Dont do a shit ton of random mods. Set a power goal, if thats what you want, and see what it takes to get there. Then read more. VR4s are insanely finicky so be patient.
