This thread isn't about the fairness of why he was pulled, it's about why he was pulled. And the reason?
His car is BRIGHT ORANGE. It attracts attention. It's going to get targeted whether anyone likes it or not.

For example, say you have two cars with exhausts that produce the same tone and at the same decibel level, with the only difference being one is a stock exhaust with a leak, and the other being a noticeably (looks-wise) aftermarket exhaust.
Say they both get pulled over by the same cop: the one with a stock (leaky) exhaust is more likely to get off with a stern warning, wheras the driver with the aftermarket exhaust is more likely going to get the ticket. The reasoning for that, is one's exhaust sounds that way because of faulty equipment, and the other sounds that way because they made it sound that way. It's the second part that usually screws people, because it's one thing to claim ignorance as an excuse, it's another to be doing it on purpose.
And I'd have to agree with you about someone with an ExMag being less likely to be pulled over, because hell, that exhaust looks more stock than my own stock exhaust.
And really, having both an aftermarket exhaust and a car that screams "look at me" (in this case, bright orange) is a recipe for unwanted attention.
Ever gotten pulled for speeding when you weren't speeding? Ever been falsely accused of doing a crime? It's the same thing if I'm pulled over for my car being orange. Oh...and I claim residency in GA and also have a drivers license from there as well....so Mr. Scorched "you can kiss my skinny white ass."

Regardless though, you are right a cop may try to write you a ticket for whatever he wants, most of them wouldn't hold up in court though. The only two that would have been applicable even if he was from VA with VA tags would have been the exhaust and the suspension. We all already know what the law says for the exhaust. Here is the one for the suspension:
§ 46.2-1063. Alteration of suspension system; bumper height limits; raising body above frame rail.
No person shall drive on a public highway any motor vehicle registered as a passenger motor vehicle if it has been modified by alteration of its altitude from the ground to the extent that its bumpers, measured to any point on the lower edge of the main horizontal bumper bar, exclusive of any bumper guards, are not within the range of fourteen inches to twenty-two inches above the ground. Notwithstanding the foregoing provisions of this section, the range of bumper heights for motor vehicles bearing street rod license plates issued pursuant to § 46.2-747 shall be nine to twenty-two inches.
No vehicle shall be modified to cause the vehicle body or chassis to come in contact with the ground, expose the fuel tank to damage from collision, or cause the wheels to come in contact with the body under normal operation. No part of the original suspension system of a motor vehicle shall be disconnected to defeat the safe operation of its suspension system. However, nothing contained in this section shall prevent the installation of heavy duty equipment, including shock absorbers and overload springs. Nothing contained in this section shall prohibit the driving on a public highway of a motor vehicle with normal wear to the suspension system if such normal wear does not adversely affect the control of the vehicle.

The front bumper height of trucks whose gross vehicle weight ratings are 4,500 pounds or less shall be no less than 14 inches and no more than 28 inches, and their rear bumper height shall be no less than 14 inches and no more than 28 inches. The front bumper height of trucks whose gross vehicle weight ratings are 4,501 pounds to 7,500 pounds shall be no less than 14 inches and no more than 29 inches, and their rear bumper height shall be no less than 14 inches and no more than 30 inches. The front bumper height of trucks whose gross vehicle weight ratings are 7,501 pounds to 15,000 pounds shall be no less than 14 inches and no more than 30 inches, and their rear bumper height shall be no less than 14 inches and no more than 31 inches. This section shall not apply to specially designed or modified motor vehicles when driven off the public highways in races and similar events. Such motor vehicles may be lawfully towed on the highways of the Commonwealth.

I just finished looking at the Code of Virginia. As far as the air intake is concerned, there is no law prohibiting it. The fraudulent inspection won't work either, mainly because his car is from GA. This is the same reason he won't need to put a front liscense plate on his car, add a city sticker, or worry about his tint (well if he had any). And since he doesn't need to worry about any of that, why would he need to worry about any other law that Virginia imposses on its residents. Oh yeah, he is a Georgia resident by the way not a Virginia resident.

Any person who operates a motor vehicle on the highways of this Commonwealth with sun-shading or tinting films that (i) have a total light transmittance less than that required by subdivisions 1 and 2 of this subsection, (ii) have a reflectance of light exceeding twenty percent, or (iii) produce holographic or prism effects shall be guilty of a traffic infraction but shall not be awarded any demerit points by the Commissioner for the violation.
2. As for the ride height laws, I lump that with loud exhaust laws: unless the cop that pulls you over for it whips out a measuring device, it's fairly subjective. It just happens that more people don't fight it because it's a pain in the ass.

i think ima get a stock muffler(with the insides ripped out) or a flat black performance muffler maybe to take away the "bling" of the chrome tip on the car. cause everytime i have been pulled for exhaust tickets the cops have had to shine a light on the rear of the car damn near blinding me in the process maybe if they see no shiny metal they will let me go on my merry way....

Yea i agree.... what i dont get is harleys and your loud ass domestic cars dont get pulled over for having a exhaust but a honda does....
I mean cops i swear are out to get every honda on the road thats moded. Why dont they go pick on some camaro's,firebirds,mustangs... they should be even about the hole thing or dont pull any one over... thats GHEY
