The SRS,ABS and CEL indicators are supposed to be confirmed as cycling through their diagnostic mode when the vehicle is started.So,if the SRS light doesn't come on for a few seconds upon startup,the vehicle should be failed.You may find a tech who doesn't care or doesn't notice.
Not to mention it's probably a good idea to have the SRS system actually working anyway,especially in a tincan Civic-you know,in case you get in a wreck.

Safety costs too much money, and having money isn't the reason most people buy civics.

He's not breaking the law at all. He can take out whatever warning lights he wants to. The inspector is breaking the law by issuing a sticker on a vehicle that does not legally pass inspection. It is not illegal for your airbags to not work, just unsafe.
