Not to mention it's probably a good idea to have the SRS system actually working anyway,especially in a tincan Civic-you know,in case you get in a wreck.

He's not breaking the law at all. He can take out whatever warning lights he wants to. The inspector is breaking the law by issuing a sticker on a vehicle that does not legally pass inspection. It is not illegal for your airbags to not work, just unsafe.
