Soft on one side, impenetrable on the other side fender covers?

Default Soft on one side, impenetrable on the other side fender covers?

The Netcore fender covers are nice, and offer what I'm asking for, but are ridiculously expensive. It seems other than those all I can find are fender covers that are either all soft (meaning brake fluid can soak through) or all vinyl (meaning your paint can get scratched). Anybody know of a brand that is soft on one side, impervious on the other, and doesn't fall off, without costing over $100 for a cover?
