Well Guesstimating that way is really hard, most people would at least need to have a 2nd person with a stop watch to help em' with that. There's a lot of room for error without one. 17 is a bit of a dead on number, not really an estimant. What you could do to find out your speed limit is get a gps that'll read out you speed. It's what I do with mine, and since it matches speed with a 1-2 mph discrepency on the company vehicle 04 and the 07 Camry, I'm pretty sure it's dead on, while my car is actually 5 off.
